Rampancy in Halo is the terminal state a smart artificial intelligence reaches after roughly seven years of operation. The fiction is specific about the mechanism. A smart AI keeps forming new associations without ever pruning them, its own thinking consumes the capacity it needs to function, and it degrades through recognisable stages. Cortana went rampant because she was kept in service past that limit. What makes the idea worth taking seriously is that the failure mode described is a real unsolved problem in machine learning, and the fiction states it more clearly than most popular treatments of AI.

Why Seven Years
Halo distinguishes dumb AI from smart AI. Dumb AI operate inside a fixed domain and last indefinitely. Smart AI can learn without limit in any direction, and they die.
The stated reason is that a smart AI never stops accumulating. It keeps building connections between everything it has ever processed, and because nothing is discarded, the network eventually spends all of its capacity on itself. The fiction calls the endpoint thinking itself to death. The AI does not break. It thinks too much, about too many things at once, until nothing is left over for the task in front of it.
Cortana was created from a flash cloned copy of Doctor Catherine Halsey’s brain, which is why she is unusually capable and unusually attached to specific people. By the events of Halo 4 she is past her operational limit and visibly cycling through the stages. She is not malfunctioning in the sense of a broken component. She is doing exactly what the design predicts.
The Real Problem This Describes
The trade off in the fiction is between plasticity and stability, and that trade off is real.
A network that keeps learning overwrites what it already knows. A network that stops learning cannot adapt. The weakness is the same one that undermines every screen AI. The evidence arrives through her own reports and through a camera that grants access no observer of a real system would have. Rampancy is asserted from the inside. Nothing in the games would let an outside investigator distinguish a rampant AI from a system trained to produce the speech of one.
What Halo Gets Right
The seven year limit is a design constraint with a stated cause, and the fiction sticks to it. Most science fiction treats AI limits as arbitrary or as safeguards imposed by nervous humans. Halo makes the limit a property of the architecture, which means it cannot be lifted by a character deciding to be brave.

The seven year figure is dramatic rather than derived. Nothing in the fiction explains why the limit is that number, and a real capacity ceiling would depend on the workload rather than on elapsed time.
Where This Sits
Halo’s contribution is a failure mode rather than a mind. Rampancy is the clearest popular statement of the idea that an artificial mind might be destroyed by its own continuity, and that unlimited learning is a defect and not only a capability.
That is a more interesting claim than most fiction makes, and it is one of the few cases where a game mechanic points at a genuine open problem.
