Biological naturalist Consciousness requires living metabolic hardware

Bjørn Merker is an independent neuroscientist whose 2007 Behavioral and Brain Sciences paper, “Consciousness without a cerebral cortex” (PMID 17475053), became the reference challenge to cortical orthodoxy. The paper’s evidence is clinical. Children born without appreciable cerebral cortex, with hydranencephaly, show behavioral evidence of affective and orienting consciousness, and Merker argues the structures that support it sit in the midbrain and diencephalon, with the striatum integrating sensory and motivational variables for action selection. The cortex, on his account, adds elaboration to a consciousness that is already there.

The argument matters far beyond neurology. It decouples consciousness from the organ nearly every theory treats as essential, which is why the VanRullen analysis of cortex-free consciousness on this site builds on Merker’s synthesis, and why the substrate independence debate inherits his question. If the machinery of experience is subcortical and shared across vertebrates, then theories calibrated to cortical circuitry are calibrated to the wrong level.

Merker’s position is also a standing warning to AI assessment. Indicators drawn from cortical functions may be indicators of elaboration, not of the minimal core, and any machine checklist that skips the subcortical floor is testing the wrong tier.
