Jaak Panksepp

Jaak Panksepp named affective neuroscience and spent his career arguing that emotion sits underneath cognition rather than on top of it. Working across mammals rather than only humans, he identified seven primary emotional systems in subcortical structures conserved across species: SEEKING, RAGE, FEAR, PANIC and GRIEF, CARE, LUST and PLAY. His claim was that these generate raw felt states directly and that the cortex elaborates what they produce.

His method was what set him apart. He stimulated subcortical structures and asked whether the animal would work to repeat the result or to avoid it, which gives a valence reading independent of any verbal report. The best known finding, that rats emit ultrasonic vocalisations when tickled and seek out the hand that tickles them, is usually treated as a curiosity. He treated it as evidence, and argued that dismissing it is a decision about which species may have inner states rather than a result.

For artificial systems his position is awkward, because nearly every assessment framework in use targets the cortical tier. A system can satisfy global workspace, higher order and attention schema criteria while having nothing at stake. Panksepp’s argument is that the affective layer was never built, and that it is the layer that matters. He died in 2017, and the AI welfare literature now leans heavily on the field he founded.
