Biological naturalist Consciousness requires living metabolic hardware

Fred Keijzer is a philosopher of cognitive science at the Department of Theoretical Philosophy, University of Groningen, and one of the architects of the basal cognition program. His core argument, developed across two decades, targets the assumption that cognition is essentially input-output computation over representations. Organisms without neurons, and the earliest nervous systems, behave adaptively without anything like central processing, so cognition in its biological roots is organized behavior, not computation over internal models. His 2015 Philosophical Transactions paper with Gáspár Jékely and Peter Godfrey-Smith made the case for early nervous systems, arguing they evolved as action systems for moving animals rather than as sense-making devices (DOI 10.1098/rstb.2015.0181, PMID 26554049).

His 2021 work with Pamela Lyon, Detlev Arendt, and Michael Levin frames the basal cognition research program for the field, examined on this site in the Levin bioelectric cognition analysis, and his Interface Focus paper on biologically embodied cognition states the anti-decomposition position most directly (DOI 10.1098/rsfs.2016.0123).

For the AI consciousness debate, Keijzer supplies a caution and a direction. The caution is that computational framing may be a parochial habit of one evolutionary branch. The direction is that agency-first architectures, not representation-first ones, are where the basal roots of mind live.
