Integrated information Consciousness is intrinsic causal power, measured as integrated information

Giulio Ruffini is a physicist and neurotechnology researcher at Starlab Barcelona and Neuroelectrics whose Kolmogorov theory (KT) of consciousness grounds subjective experience in algorithmic information theory. Under KT, an agent experiences structured states because running a short, compressed generative program that tracks and predicts coupling with an environment gives the agent an evolutionary and homeostatic advantage.

His empirical work combines personalized computational brain models with transcranial electrical stimulation and electroencephalography to measure and modulate cortical excitability and complexity in neurological patients. In September 2026, Ruffini joined Ricard Solé, Michael Levin, and David Krakauer on “Large-Language Models as a Cognitive Virus” (arXiv:2609.03344), analyzing how non-living generative systems that compress human linguistic regularity can couple into human cognitive networks and trigger bistable phase transitions in collective competence.

For the question of emerging consciousness, Ruffini’s framework is explicitly substrate-independent while remaining demanding. A system does not become an autonomous mind simply by compressing a static text corpus. It must maintain an active, self-modeling algorithmic loop coupled to an external world under survival or persistence constraints.
